影响高等教育发展的因素林林总总。但在众多力量的较量过程中，师生跨越国界的运动对塑造高等教育的作用所向披靡。在过去的三十年中，全球背井离乡求学国外的人数年递增率达到3.9%。1975年，全球留学生仅有80万，到2004年人数变骤然增加到250万。从留学生的流向来看，多数学生是发达国家之间来回流动。但是，从发展中国家向发达国家的“逆向流动”也上升很快。时至今日，在由美国和英国所颁发的所有博士学位中，分别有30%和38%的学位由外国学生获得。从留学生的层次看，本科生跨境学习的人数也在攀升，在美国“常青藤联盟”和英国大学就读的外国留学生比例分别占到其学生总数的8%和10%。从师资来源看，在美国大学最近受聘的理科和工科教授中，有20%是外籍人士。在中国顶尖研究型大学中，近几年受聘的大多数教师豆曾在国外接受过研究生教育。
